Update March 10, 2020
The Senate hearing for Senate Bill 666 to protect access to antipsychotic medications will be held tomorrow (Wednesday) in the Senate Health and Pensions Committee at 10:30 am in Senate Committee Room 1 (on the first floor).
The House hearing for House Bill 1875 to protect access to antipsychotic medications was held Monday. Thanks to those of you who were able to attend or sent a representative of your organization to speak in support of the bill.

Federation Meeting – Thursday, March 5, 2020

The March meeting of the Missouri Federation of Behavioral Health Advocates was cancelled. a brief update on legislative action is provided below.

The antipsychotic protection legislation, House Bill 1875, will be heard in the House Health/ Mental Health Committee on Monday, March 9 at 12:00 pm in House Hearing Room 7. There is no new information on the Senate companion bill, Senate Bill 666, which is still awaiting a hearing in the Senate Health & Pensions Committee. (That committee meets Wednesdays at 10:30am.)

HB 2137 on Mental Health Parity has been referred to the House Health/ Mental Health Policy Committee. No hearing date has been scheduled.

This is the last meeting of the Federation until we meet in person on Thurs., Sept. 5, 2019 at Compass Health Network, 227 Metro Drive, Jefferson City.

We have included a summary of updates for some of the legislation we regularly discuss on our calls. Summaries were compiled by the American Psychiatric Association (APA) and Missouri Psychiatric Association (MPPA). The below updates include information on advocacy alerts issued by the APA and the MPPA. Thank you to Amanda Blecha and Dr. Sherifa (Missy) Iqbal for your advocacy efforts on these important issues.

  • Parity:  We continue to lobby and conduct grassroots advocacy in support of mental health parity and hope legislation passes this session.
    • HB 904 is poised to go on the House Calendar for debate.  SB 507 is ready to be debated on the Senate floor.
    • Considering HB 904 and SB 507 are in the chambers of origin, the Missouri Psychiatric Physicians Association (MPPA) lobbyist advised that efforts are underway to find a vehicle to attach the parity language.
    • The American Psychiatric Association and MPPA sent out a Call to Action to its Missouri members last week and just sent another Call to Action, this time specifically on parity.
    • Please encourage fellow provider and patient organizations to continue to advocate in support of HB 904, SB 507, and any other legislation that may end up including the parity/ MAT language.  APA will share its Call to Action for others to use as a model, if they are interested.
  • Access to antipsychotics:  HB 867 is on the House calendar for debate and the language of HB 867 was added to SB 45 in House Committee. SB 45 is now on the House calendar for debate and has a good chance of passing.  MPPA is lobbying in support.  APA/ MPPA sent out a Call to Action last week and is sending out another Call to Action to its members within the next week.
  • Inmate Medicaid suspension: HB 466 should go to the House calendar for debate very soon. SB 70, as substituted, should be heard in the House Insurance Committee soon. HB 189 passed the House, but has not yet been sent to the Senate.  SB 393 awaits debate on the Senate floor.  SB 70 and HB 466 have a reasonable chance of passing.  APA/ MPPA sent out a Call to Action last week and will be sending another Call to Action soon.
